Divesting in South Africa

Long known for its success in South Africa’s chrome and platinum group metals (PGM) sectors, Jubilee has operated by recovering metals from tailings rather than through conventional mining. However, the company now considers its South African operations mature, with limited growth prospects unless significant new investment is made.

To redirect its focus, Jubilee has accepted a conditional binding offer of up to $90 million from a private mining and metals trading firm for its South African chrome and PGM assets. Notably, Jubilee will retain ownership of the Tjate Platinum Project, an undeveloped PGM deposit seen as a long-term asset.

A Strategic Pivot with Broad Economic Implications

The decision to pivot towards Zambia is fueled by the country’s rich copper resources and increasingly attractive mining environment. Indeed, copper’s role in global decarbonization efforts has made it a high-value commodity. Moreover, Zambia offers several strategic advantages: abundant reserves, favorable investment policies, and lower operating costs than South Africa read more here

Jubilee already holds promising Zambian assets, including the Roan, Munkoyo, and Project G sites. These near-surface deposits require less capital to develop, offering faster returns. Consequently, the company plans to adapt its proven tailings recovery techniques from South Africa to optimize copper extraction in Zambia.

Unlocking Opportunities for Zambian SMEs

Jubilee’s expansion in Zambia presents a significant opportunity for small and medium enterprises (SMEs) across the mining value chain

  • Business and Supply Chain Opportunities
SMEs in sectors such as equipment supply, logistics, construction, site services, and environmental management can position themselves as key local partners. In turn, Jubilee’s presence could stimulate demand for local procurement, opening new revenue streams for businesses near mining zones
  • Job Creation and Skills Development
Mining growth is expected to trigger both direct and indirect employment, enabling SMEs to expand their workforce. Furthermore, there may be opportunities for training and technology transfer, especially as Jubilee introduces innovative recovery techniques adapted to Zambian conditions.
  • Access to Finance and Investment

The growing investor confidence in Zambia’s copper sector could lead to improved access to finance for SMEs, especially those aligned with mining activities. Additionally, increased commercial interest may draw public-private development programs aimed at boosting SME capabilities.

  • Support for Local Content Policies
Jubilee’s operations may align with and reinforce government local content and value addition policies. As a result, local businesses could benefit from foreign investments. This creates potential for SMEs to secure contracts and expand their technical and financial capacity through strategic partnerships.
  • Regional Economic Development
Mining hubs like Copperbelt, Central, and North-Western provinces stand to benefit most from Jubilee’s focus. Hence, enhanced mining activity can serve as a catalyst for infrastructure development, spurring economic growth in surrounding communities and towns.

Implications for South Africa’s Mining Sector

Jubilee’s exit may reflect a broader trend of shifting investor focus away from South Africa’s mature tailings recovery sector toward higher-growth regions. While South Africa remains rich in minerals, operational challenges and evolving market dynamics may limit future innovation in tailings processing. That said, the divestment could attract new entrants willing to invest in the assets Jubilee is leaving behind potentially injecting fresh energy into South Africa’s metals sector.

A Strategic Shift with National and Local Impact

Jubilee Metals’ realignment toward Zambia highlights copper’s central role in the global energy transition. For Zambia, it’s not just a win at the national level local businesses and communities stand to gain through job creation, SME growth, and regional development.

However, to fully capitalize on this shift, SMEs will need support in capacity building, financing, and policy inclusion. With the right ecosystem in place, Jubilee’s pivot could be a turning point in strengthening Zambia’s local mining economy and empowering its entrepreneurial landscape.
