The board of directors at Postbank has been ousted following the revelation of unlawful contracts with suppliers, which came to light after a nationwide system failure last week. Over 600,000 beneficiaries felt the repercussions of this system glitch, leading to an urgent response from government officials.
Minister of Communications and Digital Technologies, Mondli Gungubele, took the lead in addressing the media and updating the public on the social grants payment crisis. He was accompanied by Social Development Minister Lindiwe Zulu, who expressed her apologies to the grant beneficiaries for the disruption in payments.
“Postbank is of utmost importance. They must keep us informed whenever there is an issue because we must always have a contingency plan to prevent the suffering that people have endured, moving back and forth,” Zulu stressed during the briefing.
In the midst of this crisis, an administrator has been appointed, temporarily taking charge until a new board is selected. Notably, three board members, including the chair, tendered their resignations earlier, citing the minister’s alleged “hostile and oppressive” behavior as the reason. Minister Gungubele, however, refuted these allegations, emphasizing that governance issues at Postbank had been a significant impediment to the government’s aspiration to establish a functional state bank that would primarily benefit disadvantaged individuals.
Reports have surfaced highlighting a series of problems within Postbank’s payment system. One notable issue involved a court case connected to a contract for payment switch technology, which facilitates the distribution of social grants through Postbank/Sassa (South African Social Security Agency) cards.
The trouble escalated when, in August, Postbank migrated to a new payment system, resulting in payment disruptions for 600,000 social grant recipients. During the media briefing, Postbank CEO Ntomboxolo Nikki Mbengashe admitted that while the majority of the affected beneficiaries had since received their grant payments, technical glitches couldn’t be entirely ruled out in the future.
Mbengashe acknowledged that, despite rigorous testing before the system’s launch, the transition didn’t go as smoothly as expected. To rectify the failed transactions, manual interventions were necessary, she explained. She also extended a heartfelt apology, revealing her own personal connection to the issue, having grown up in a household supported by grant payments. “I understand the frustration of not receiving your money on time,” she empathized.
The repercussions of the payment failure forced many beneficiaries to seek loans to cover essential expenses such as food. Outside Sassa’s office in Bellville, long queues formed as beneficiaries sought alternatives to the Sassa gold cards, expressing concerns about future issues with Postbank.
The Black Sash organization reported that numerous pensioners with Sassa cards were still awaiting their grant payments, adding to the gravity of the situation.
