
Rwanda’s Ministry of ICT and Innovation has entered into a new partnership with the International Labour Organization (ILO) to strengthen digital skills and accelerate the digitization of small and medium enterprises (SMEs). The agreement, signed in Kigali, forms part of the country’s broader ambition to harness technology as a driver of inclusive and sustainable development. Additionally, the collaboration underlines Rwanda’s ongoing efforts to align technology with economic and social inclusion.
Advancing the One Million Coders Initiative
At the heart of the collaboration lies support for the One Million Coders initiative, a national program designed to equip citizens with in-demand digital skills.That emphasizes closing gender disparities within the technology sector. By creating more opportunities for women and girls, the program ensures they take on a central role in shaping Rwanda’s rapidly growing ICT industry. Consequently, the country strengthens both its workforce and its commitment to gender equality.
Inclusive Opportunities in Technology
In addition, the partnership provides targeted training for people with disabilities, ensuring they are not excluded from the digital economy. This inclusive approach demonstrates Rwanda’s determination to use technology not only as an economic tool but also as a vehicle for social empowerment. As a result, more citizens gain equal access to the benefits of digital transformation.
Strengthening SMEs and Job Creation
Beyond digital skills, the collaboration also aims to accelerate job creation and boost the competitiveness of SMEs through digitization. Therefore, small businesses that adopt digital solutions can improve efficiency, expand their market reach, and contribute more effectively to Rwanda’s economic transformation agenda.
Building on Previous Collaboration
This agreement builds on a 2023 partnership between Rwanda and the ILO, which focused on expanding digital literacy and creating pathways for youth employment. By deepening their cooperation, both parties reaffirm their shared goal of equipping Rwandans with the tools needed to thrive in a digital future. Ultimately, with the ICT sector continuing to rank among Rwanda’s fastest-growing industries, the partnership ensures digital opportunities remain accessible to all.
